This Plan describes the Child Care and Development Fund program to be administered by Colorado from October 1, 2024, through September 30, 2027. The Colorado Department of Early Childhood is the Lead Agency in this effort.

This framework is designed as a tool to guide strategic thinking, at the state and local level, about resource investments to prevent child maltreatment and promote child well-being. As this tool is used collectively across the state, the resulting alignment of strategies will maximize the impact on shared outcomes.
Colorado’s Statewide Early Childhood Needs Assessment and Strategic Plan
In 2023, Colorado’s Department of Early Childhood (CDEC) updated its Statewide Early Childhood Needs Assessment. The Colorado Birth through Five 2023 Needs Assessment was conducted by the Colorado Health Institute (CHI) and supported by the state’s Preschool Development Grant Birth through Five (PDG B-5) Planning Grant. In response to research questions refined by the CDEC Family Voice Council, CHI reviewed available data and gathered additional information from parents, caregivers, early childhood professionals, business leaders, advocates, and other voices from communities across the state. Their research resulted in 20 key findings to improve the early childhood system in the categories of family engagement, sustainability, workforce, availability, and quality.
From 2023 to 2024, the CDEC then utilized this Needs Assessment to guide the creation of the Statewide Early Childhood Strategic Plan, also supported by the PDG B-5 Planning Grant. The Elevating Early Childhood (At-a-Glance) Strategic Plan was developed by and for families, professionals, and early childhood leaders. In alignment with the Early Childhood Colorado Framework, the plan seeks to create a system where young children, their families, and the professionals who serve them are valued, healthy, and thriving. This plan includes goals, objectives, and strategies that partners at any level of the system - be it parents, professionals, program or systems leaders - can act on. The Plan, which is comprehensive and cohesive, indicates the many areas where partners can take collective action and contribute to efforts to bring about the changes that Colorado’s children, families, and providers need and desire. Evaluación de necesidades y plan estratégico de la primera infancia a nivel estatal de Colorado
En 2023, el Departamento de Primera Infancia de Colorado (CDEC, por sus siglas en inglés) actualizó su evaluación de necesidades de la primera infancia a nivel estatal. La Evaluación de Necesidades desde el Nacimiento hasta los Cinco años de Colorado de 2023 se llevó a cabo por el Instituto de Salud de Colorado (CHI, por sus siglas en inglés) y fue apoyada por el Subsidio de Planificación del PDG B-5. En respuesta a las preguntas de investigación refinadas por el Consejo de las Familias de CDEC, el CHI revisó los datos disponibles y recopiló información adicional de padres, cuidadores, profesionales de la primera infancia, líderes empresariales, defensores y otras voces de comunidades de todo el estado.
