Public Comment: Draft Universal Preschool Quality Standards

The Colorado Department of Early Childhood (CDEC) is developing Quality Standards for the Colorado Universal Preschool Program (UPK), as outlined and required by Colorado House Bill 22-1295. The concepts for developing the UPK Quality Standards reflect statutory requirements, incorporate findings from comprehensive reviews of 26 national and Colorado-specific standards, and include input from more than 560 stakeholders including families, providers, school districts, early childhood councils, and community members. The Developmental Concepts for UPK Quality Standards are designed to ensure that preschool services are both high quality to prepare children for kindergarten, are accessible throughout the state, and across a variety of provider types and program settings, such as school, community, and home-based.

The deadline to submit written comments, questions for inclusion in the FAQ, and suggested changes regarding the Developmental Concepts for the UPK Quality Standards was Friday, September 22, 2023.

NEXT STEPS
CDEC will review and consider all public feedback received, and incorporate the recommendations into the draft UPK Quality Standards rules, and add questions and answers to the Frequently Asked Questions (FAQ). Once the draft rules for the proposed UPK Quality Standards are developed, the Colorado Universal Preschool Program will email and post the draft rules to solicit additional stakeholder feedback before the draft rules are reviewed by the Rules Advisory Council during the early part of next year. CDEC expects the final UPK Quality Standards rules to become effective in Spring 2024.

HOW TO STAY INFORMED
All rulemaking material received and collected (including Developmental Concepts for UPK Quality Standards; Frequently Asked Questions (FAQ); Quality Standards Crosswalks (previously released in Spring 2023); Preliminary Stakeholder Input Report (previously released in Spring 2023); webinar recordings; written comments; and proposed rules), will be publicly accessible and stored in the UPK Quality Standards Public Folder.

Public Comment: Nurse Home Visitor Program - Draft Permanent Rules

The Nurse Home Visitor Program (NHVP) recently ended the stakeholder engagement period for its proposed permanent rules. The purpose of this rulemaking is to transfer/re-adopt the NHVP rules from the Colorado Department of Human Services (CDHS) to the Colorado Department of Early Childhood (CDEC). The proposed revisions to the NHVP's rules include correcting references to the overseeing state department to the Colorado Department of Early Childhood; updating statutory and cross-rule references; updating rule numbering; and providing a general cleanup of grammar and rule language, where needed.
